Franklin Street Family Apartments strives to implement resident services that help to create a safe, comfortable, informative, enjoyable environment for our residents. The Resident Services staff works closely with the onsite Management staff to create programs responsive to resident preferences and issues. The events provide a social backdrop for all of our residents to meet, socialize and enjoy developing new friendships. In short, the increasing participation at this community shows a strong, connected community of support and growing hope of where people can benefit from the thriving services offered at Franklin Street Family Apartments. The Resident Services program at Franklin Street Family Apartments is dedicated to improving the quality of life for our residents. All activities are free of charge to our residents.

Location and Linkages
Franklin Street Family Apartments is situated in downtown Mountain View and allows residents to benefit from the myriad of public transportation options available. Residents can commute through the Bay Area using Caltrain to San Francisco, VTA light rail to San Jose, and the public bus system that services Mountain View and surrounding cities. The project also boasts 51 spacious bike cages that are dedicated to each residential unit. These features allow residents multiple options to utilize clean transportation.
To ensure that Franklin Street Family Apartments uses water in the most thorough manner possible, ROEM actively sought to implement a water efficient irrigation system that meets the City of Mountain View’s water conservation goals. Franklin Street Family Apartments has implemented water efficient landscaping with native, drought tolerant planting and as well as a naturally filtrating storm water runoff system. On the interior, Franklin Street Apartments utilizes low flow plumbing fixtures to reduce the amount water wasted in everyday water using activities.
Indoor Air Quality
Providing a clean and ventilated indoor environment is important to the health of our occupants. ROEM has implemented a Construction Indoor Air Quality Management Plan to ensure that the project reach the goal of maintaining acceptable indoor air quality before, during and after construction, and prevent contamination prior to occupancy. Franklin Street Family Apartments has integrated natural ventilation in all corridors and has used paint, adhesives and sealants with low VOC contents. Prior to installation, all ducting equipment was brought onsite in protective covers to keep them clean and free from dust and pollutants. These practices ensure that the cleanest air possible is provided to our tenants.
Energy and Atmosphere
High-energy efficiency features are integrated into the design of the community from the conceptual stages. To that end, Franklin Street Family Apartments is designed to exceed Title-24 standard by 22.2% which includes the following features that optimize the energy performance for the building:
- Efficient HVAC systems for Common Spaces and Residences
- High Efficiency Lighting including 100% fluorescent lighting
- ENERGY STAR appliances
- Insulated Windows with Low E coating
Additionally, Franklin Street Family Apartments benefits from an extensive solar photovoltaic system which offsets approximately 60% of the building common area energy load. This source of clean and renewable energy sets the precedent for housing developments in the area.
Material and Resources
ROEM also considered the sustainability of products used in the development of Franklin Street Family Apartments by focusing on the integration of environmentally preferable products by using locally sources materials as well as recycled materials, which include recycled content carpet and/or natural flooring/linoleum. Lastly, the project succeeded in diverting 78% of construction waste from landﬁlls by recycling used materials such as wood, metal, drywall, and concrete.
